e-Nabız gives nearly every Turk one national record with an access log and SMS-code consent, but the state holds the data centrally.

Can I get my health records in Turkey?

Access to the full record scores 74 of 100 in Turkey, against a median of 62 across 65 countries. The Patient Rights Regulation gives a right to examine the file and take a copy, and the national e-Nabız portal shows labs, imaging, prescriptions, diagnoses and reports. The minister said it served over 79 million citizens in 2025.

Can I control who sees my health record in Turkey?

Control and consent scores 62 of 100 in Turkey, against a median of 52 across 65 countries. Patients can see every access to their e-Nabız account by date and time, and can require an SMS code before most doctors see their past data. Family, emergency and inpatient doctors keep access, and records held by the ministry cannot be deleted.

Turkey sits in Mixed (45 to 64); Strong starts at 65. The two rights furthest below the 65-country median, weighted, are privacy and security (50, median 55) and research and trial consent (44, median 49). The published rubric reads:
