The person has real controls inside a state or provider system. Its strongest right against the other countries is clinical AI governance (62, against a median of 50 across 65 countries); no right falls below the median, and the closest to it is patient access to the full record (62, median 62).

A 2026 law, not yet in force, makes every provider feed one national record without consent; patients can block access, but very few do.

Can I get my health records in Singapore?

Access to the full record scores 62 of 100 in Singapore, against a median of 62 across 65 countries. Patients can view medications, immunisations and lab results from the national record in HealthHub, and the PDPA gives a right to request the rest from each provider. But providers may charge a fee and need not hand over copies of doctors' notes.

Can I control who sees my health record in Singapore?

Control and consent scores 58 of 100 in Singapore, against a median of 52 across 65 countries. Data flows into the NEHR without consent, but a person can block all provider access and can see a one-year log of which institutions opened their record. Only about 2,300 people have placed a block since 2011, and finer choices in HealthHub are planned from 2027.

What would Singapore need to change to score higher?

Singapore sits in Mixed (45 to 64); Strong starts at 65. The two rights furthest below the 65-country median, weighted, are patient access to the full record (62, median 62) and research and trial consent (50, median 49). The published rubric reads:

  • Patient access to the full record: A national portal showing at least part of the record (summary, prescriptions, labs) to most residents puts access at 60 to 75; a near-full record with export, long history and majority use, 76 to 90.
  • Research and trial consent: A general opt-out that is honoured, or dynamic or opt-in consent, with a public register of research uses: 55 to 85.

Which laws give health record rights in Singapore?

  • Health Information Act 2026 (2026): Mandatory NEHR contribution without consent, access restrictions, insurance and employment ban, breach notification; not yet in force.
  • Personal Data Protection Act 2012 (2012): General privacy law: access right, consent, breach duties, fines up to 10% of turnover; excludes public agencies.
  • Human Biomedical Research Act 2015 (2015): Requires appropriate consent for human biomedical research and tissue use, with regulated exemptions.
