Can I get my health records in Lithuania?

Access to the full record scores 67 of 100 in Lithuania, against a median of 62 across 65 countries. The law gives patients their records and certified copies, and the national E. sveikata portal shows diagnoses, prescriptions, referrals, images and vaccinations. An EC study scored Lithuania 95% on eHealth maturity, but lab results were only being added from October 2025.

Can I control who sees my health record in Lithuania?

Lithuania sits in Mixed (45 to 64); Strong starts at 65. The two rights furthest below the 65-country median, weighted, are privacy and security (50, median 55) and protection from commercial use (54, median 55). The published rubric reads:

  • Protection from commercial use: Clear limits on selling health data or using it for marketing, covering apps and data brokers as well as providers.

Which laws give health record rights in Lithuania?

  • Law on the Rights of Patients and Compensation for Damage to Health (I-1562) (1996): Right to see records and get certified copies; confidentiality of patient information; consent for disclosure.
  • Law on the Reuse of Health Data (XIV-789) (2021): Permit-based reuse by the State Data Agency for six purposes; no consent needed for care data.
  • Law on Biomedical Research Ethics (VIII-1679), amended by XIII-2758 (2019): Informed written consent for biomedical research and biobank participation.
