The government decides, with limited individual say. Its strongest right against the other countries is clinical AI governance (56, against a median of 50 across 65 countries); its weakest is clinician access at the point of care (40, median 58).

Indonesia's laws give patients rights to their records, but the ministry holds the data by default and the privacy regulator still does not exist.

Can I control who sees my health record in Indonesia?

Control and consent scores 42 of 100 in Indonesia, against a median of 52 across 65 countries. Every facility must open its electronic records to the health ministry, with no patient choice. A 6-digit consent code and a patient-visible access history arrived with SATUSEHAT RME, which is starting in stages at a few named facilities.
