Can I get my health records in Ghana?

Access to the full record scores 40 of 100 in Ghana, against a median of 62 across 65 countries. Act 843 lets you ask any provider for your data, with a reply due within 40 days, but the request can carry a prescribed fee. There is no national patient portal: the official MyNHIS app covers insurance membership, not records.

Can I control who sees my health record in Ghana?

Control and consent scores 30 of 100 in Ghana, against a median of 52 across 65 countries. On paper the Act lets you object to processing and learn who has had access, but health processing by clinicians is presumed necessary and no opt-out or patient access log works in practice (not verified). Hospital records now sit in a state-owned system by design.

What would Ghana need to change to score higher?

Ghana sits in Weak (25 to 44); Mixed starts at 45. The two rights furthest below the 65-country median, weighted, are patient access to the full record (40, median 62) and patient control and consent (30, median 52). The published rubric reads:

  • Patient access to the full record: A national portal showing at least part of the record (summary, prescriptions, labs) to most residents puts access at 60 to 75; a near-full record with export, long history and majority use, 76 to 90.
  • Patient control and consent: An opt-out or opt-in, a patient-visible access log and granular choices together put control at 60 to 80.

Which laws give health record rights in Ghana?

  • Data Protection Act, 2012 (Act 843) (2012): Health is special data; 40-day access; breach notice; written consent for marketing; selling data is a crime.
  • Public Health Act, 2012 (Act 851) (2012): FDA powers over medical devices; clinical trials need authorisation and written informed consent (section 158).
  • FDA Guideline for Registration of Software as a Medical Device (2017): Registration, post-market surveillance and change approval for medical software; no AI-specific rules.
