The government decides, with limited individual say. Its strongest right against the other countries is privacy and security (58, against a median of 55 across 65 countries); its weakest is patient control and consent (46, median 52).

Cyprus wrote strong patient controls into its 2019 eHealth law, but the national record those controls govern is not due until 2029.

Can I get my health records in Cyprus?

Access to the full record scores 64 of 100 in Cyprus, against a median of 62 across 65 countries. The eHealth law and GDPR give a right to see and copy the record, and the GeSY portal shows prescriptions, referrals, diagnoses and visits. The Commission's 2025 eHealth indicator study scored Cyprus 75% for 2024, against an EU average of 83%.

Which laws give health record rights in Cyprus?

  • Electronic Health Law of 2019, 59(I)/2019 (amended 176(I)/2025) (2019): National eHealth Authority, single record bank, opt-out, per-provider permissions, data locking and access logging.
  • Law 125(I)/2018 on processing of personal data (2018): Implements GDPR; bans genetic and biometric data use for insurance; caps public body fines at 200,000 euros.
  • Bioethics (Establishment and Operation of National Committee) Law 150(I)/2001 (2001): Creates the National Bioethics Committee that reviews biomedical research ethics.
